I wanna get it to run less traps, more spells and monsters to help improve consistency n such, and run 3x decree, but I've no idea what to cut and what to replace it with. Suggestions?

Personally I believe that you should keep this deck, and improve upon it from suggestions. But also, you should make a second deck that runs around the x3 Royal Decree, as you don't know which one you may prefer.

Upstart Goblins and Soul Charge may improve the consistency of the deck. I would take Mirror Force down to one, along with Dimensional Prison.

I myself run the 3x Royal Decree build, and I do side out the Decree game 2 for Traps most games, because I have Solemn Warning and Bottomless Trap Hole in my side deck. Cards you want to run instead of traps are:

Effect Veiler
Triple Pot of Duality
Foolish Burial
Soul Charge
Bujingi Peacock
Book of Moon

I personally run the following ratios: 17 Monsters: 20 Spells: 3 Traps

My side deck has: 2 Monsters, 2 Spells, and 11 Traps. It is very unexpected to side in so many Traps and can confuse your opponent in what to side.
